He concludes that the NSA program likely violates European privacy laws, and urges the members of the working group to investigate how citizens of their countries are affected. Barry points out in the letter that when it comes to the NSA spy program, there is no oversight or legal protection for non-Americans, and the program "clearly violates European legal requirements for the fair and lawful processing of personal information."
