TOPEKA, Kan. – A state court has struck down Kansas' two-tiered voter registration system, ruling that Secretary of State Kris Kobach's office overstepped its legal authority by creating a system that prevents federal form registrants from voting in state and local elections. The ÀÏ°ÄÃÅ¿ª½±½á¹û challenged the dual system.

"This ruling is a victory for the people of Kansas. It says their right to vote in state and local elections should be honored, no matter what form they used to register," said Julie Ebenstein, an attorney with the ÀÏ°ÄÃÅ¿ª½±½á¹û's Voting Rights Project. "It also correctly calls out state officials for overstepping their legal authority when they concocted the system in the first place."

The lawsuit, Belenky v. Kobach, was filed in the Third Judicial District in Topeka.
